(Joplin, MO) – The Joplin Police Department is implementing a new system to improve communication between law enforcement and citizens.
This weekend, JPD will begin using the nationally recognized “Blue Envelope” program. Through this initiative, Joplin Police aim to enhance interactions between officers and citizens, specifically those with communication barriers.
The program can be useful in any interaction with law enforcement, especially traffic stops. Drivers with conditions such as hearing or speaking impairments, mental health issues, cognitive impairments, or other medical or language barriers can alert an officer of their situation by presenting the officer with a special blue envelope designed to hold the driver’s insurance card, vehicle registration, and license. The program aims to reduce anxiety and misunderstandings during traffic stops and emergencies.
These envelopes, which are available now at the Joplin Police Department (303 E. 3rd Street) also feature information that instructs drivers on what to do when stopped by police. The envelopes are free. The program is optional and does not require registration.
“In most traffic stop interactions, officers are not immediately aware of the driver’s individual needs or communication difficulties,” said Captain. Austin Wolf. “This program will give us the ability to tailor our interactions to the needs of the drivers and ensure better communication.”
First developed in 2020, the program has been adopted by multiple states. It was recently implemented in the Springfield, Missouri, region and is widely recognized by area law enforcement. Blue Envelope is not designed to eliminate necessary communication between officers and drivers (officers will still carry out their duties) but instead aims to establish a level of understanding and adaptation to a driver’s needs.
