Public Meeting Set for December 19 to Discuss Consolidated Plan, Receive Citizens’ Comments

The City of Joplin is developing the five-year Consolidated Plan (FY 2025-2029) and one-year Action Plan (FY 2025) for submission to the U. S. Department of Housing and Urban Development (HUD).  The Community Development Block Grant (CDBG) Program and the Home Investment Partnerships (HOME) Program sets forth three basic goals for developing viable urban communities:

  1. provide decent housing,
  2. provide a suitable living environment, and
  3. expand economic opportunities, primarily for low and moderate-income persons.

The City of Joplin is an entitlement city for the CDBG program and a participating jurisdiction in the HOME program. CDBG and HOME funding must primarily be used for activities that benefit low- and moderate-income people.

A Public Meeting will be held from 4:00 pm to 7:00 pm on Thursday, December 19 at the Minnie Hackney Community Center, 110 South Main Street. The meeting’s purpose is to discuss and provide an opportunity for citizens to comment on proposed activities and program performance to help the City obtain views of citizens on housing, non-housing, and community development needs and goal setting for the development of the five-year Consolidated Plan and one-year Action Plan.

Any individual, group, or agency is encouraged to submit written comments on the draft 2025 – 2029 Consolidated Plan and previous program performance.  The public comment period will begin on Friday, December 20 and end on Monday, January 20, 2025. Any comments received during this period will be considered by the City of Joplin prior to authorizing the submission of the request for the release of funds.  Comments should be sent to the Planning Development & Neighborhood Services office listed above or to Thomas Walters at twalters@joplinmo.org.

Copies of the draft FY2025 Action Plan will be available at the public meeting or during the comment period (upon request).  All plans can be reviewed on the 4th Floor of Joplin City Hall at 602 S. Main St. Joplin, MO 64801 and at the Joplin Public Library located at 1901 E 20th St. For additional information, please contact Thomas Walters at 417.624.0820, ext. 1539.
