City of Joplin Announces Opening of JHAP-3 Program to All Income-Eligible Homebuyers

The City of Joplin is pleased to announce that the highly popular JHAP (Joplin Homebuyer Assistance Program) is now opening a third round to all low‑to‑moderate income households who meet federal income requirements and intend to purchase a home within Joplin city limits.

JHAP‑3 provides down‑payment and closing‑cost assistance up to $40,000 on a first‑come, first‑served basis. With only $1,000,000 in total funding, eligible households are strongly encouraged to apply early before funds are depleted.

JHAP-3 was originally launched exclusively for households previously placed on the waiting list from an earlier grant cycle. However, the response from those original applicants was lower than anticipated, leaving available funding for other applicants. As a result, the City is now opening JHAP‑3 to any qualifying household, regardless of prior application status. Assistance is only available for homes located within Joplin city limits.

How to Apply

Applications may be picked up and returned in person to the Planning, Development, and Neighborhood Services Department on the 4th floor of the City of Joplin, 602 South Main Street in Joplin. City Hall is open from 8:00 am to 5:00 pm, Monday through Friday.

Persons returning applications MUST bring identification and income documentation for ALL household members.  Acceptable forms of identification are a state-issued photo ID, a passport, or a birth certificate.  Income documents can include, but are not limited to, W-2, 2024/2025 income tax return, eight (8) consecutive weeks of pay stubs, SSI benefit award letter, retirement income, etc.

Program Purpose

The JHAP‑3 program helps income‑eligible homebuyers overcome financial barriers to homeownership, supports neighborhood stability, and encourages long‑term investment within Joplin’s housing market.

Applications may only be returned to City Hall for review if they include all required documentation. Upon the application’s return, the information will be reviewed and verified to ensure it meets the qualifications. City staff will contact you via email or phone, so please ensure both are enabled to receive messages and mailboxes are not full.  If approved, applicants will receive detailed instructions for the program’s second phase.  Funds are not guaranteed for this program until the applicant has an approved property under contract.
